Its objectives were: 'to take whatever steps may be necessary or desirable to obtain better communications for the northern portion of this State but with initial emphasis on the completion of a) a new modern highway between Glen Innes and Grafton b) the construction of a deep sea port at Iluka c) the building of a railway linking Inverell and Glen Innes.'
